When one bounties a person anonymously for X and then puts a non-hidden bounty for X (When X is the same). Then on the bounty screen it shows 2 bounties from someone. It also happens in reverse order.
Using more than one anonymous/non-hidden bounties first creates a 'buffer' for when issuing the opposite. It 'corrects' itself when the first issued bounty/bounties are collected.

The quantity shown is the total amount of bounties on that person, but shows as 'Someone', because that's the bounty you would be claiming I believe — the one listed anonymously.

The issue being that if you have a non hidden bounty placed first and then place a hidden bounty for the same total. That you're paying that anonymous fee while not being hidden until the first is claimed. Thus wasting money for a time.
This is just simply user error. If you accidentally place a bounty without selecting anonymous, and then place an anonymous bounty, you're just wasting your own money?
Regardless of that, the user doesn't know for sure who placed the anonymous bounty afterwards unless they use the 7-star Cyber Cafe special. Like Chedburn said in the report I linked, the details shown is for the bounty being claimed. Nothing more, nothing less.
