My friend decides to hold his level on level 1 when he first started. Will I get my referral rewards when he reaches to level 10 but decides to hold at level 1? Thanks in advance!

Hmm, imo they should look at the true level of a person because referral rewards are based on the fact that if the person you refereed is active and growing within torn (at least, that's my understanding of it).
