For yourself, no. There is 10* special in Detective Agency which lists out name of individuals with highest rewards, unless you make it to the list, you can't. You reset the current reward by visiting jail (failed crime, OC or …
Don't think you loose anything other than the reward.

If you're arrested you lose the bounty value that has accumulated on your head to that point.
Means you are far less valuable to arrest again til you accumulate more bounty value through going crimes I believe. The bounty is created by the game system so you don't pay it.
Other than that you only lose time the time you're in jail.

By arresting a player, you will be awarded an amount equal to a percentage of all profit they have made from crimes since their last arrest. This includes both cash, and the value of any items received from the crimes committed. The defeated player is also placed in jail. -Torn Wiki
