There was an issue (introduced at last iteration) with a faction bonus type cast (sometimes casted to zero insetad of correct float), now fixed, thanks for spotting this.

Blue_Birds attacked me and I was able to hit him for damage consistently even though he had more than 40x effective defense than my effective strength.

His effective defense at the time: 90,308,212
My effective strength at the time: 2,219,337

You have >6m raw STR, I’m guessing the additional negative passives you have on top of Xanax are radiation related?
