No, only the owner of the PI can upgrade it. Once it has an airstrip, it'll be up to you to hire the pilot.
If you have inadvertently rented a PI without an airstrip, your only course of action to get an airstrip is to rent a second PI.
Even if you paid the owner to upgrade the one you are renting, he cannot get to the property to upgrade it once the lease has started.
Don't feel bad, it's a common rookie mistake to rent a PI without checking to see if it had an airstrip.

Thankfully I haven't rented one yet.
The ones with 4225 happiness are sure to have an airstrip.
