Please correct me if I'm wrong, but it seems that a failed Arson damages CE.

If this is the case, what would I do with my nerve now that I got all the safe crime merits?

I absolutely don't want to risk losing my hard gained CE.

I'm planning to bust more, but it seems unlikely I can use all my nerve bar (90 currently) doing successful busts.

Which Arsons are you doing? Arson warehouse only give hospital reds, which doesn't cost you any CE. It's safe to do it, and is also the king of CE so to speak. If you are looking for Frauds which are only blue/green, then you can't, unfortunately. But hospital reds are absolutely fine.

Busting takes ages to complete, so just continue working on it, bit by bit everyday. With factions perks and education done, you can do 10-12 easy busts per day. (Easy = Under level 10 and under 2 hours of jail time). Easy busts give you shit CE, but busting is more about merits than CE at this point. At 10 per day average, it will take you 3 years to get the busting merit done, so just continue chipping at it.

I haven't been doing Arsons for ages, but yes, I was referring to warehouse.

I'm just not sure if warehouse NEVER result in jailing, neither if hospital reds don't hurt CE: I'll take your word for it. :)

Busting seems odd to me: for years I've been busting level 60ish in for 5/6 hours, but only a couple each day. Today I tried with MUCH lower targets, but as soon as I fail it looks like I have to wait literally hours before being able to bust successfully again. Maybe it's normal...

I am well over the equivalent crimes for 40 to 45. Are these numbers compiled inside a faction with +20% or more crime experience boost from criminality specials?

I have 6 detective arrests - no other jails since hitting 40 - unless those cause CE loss? I did not think they did.

Criminality does not increase CE gain (despite what the description says). It only helps you succeed more often in the crimes. The total number of arsons needed is the same. (You just get there quicker with Criminality)

I would strongly suspect that detective arrests do not cause loss of CE, but haven't seen any hard proof yet.

Yeah, it's best to think of that special in the same way you'd view passive stat bonuses (e.g. +25% dexterity in clothing store) vs. active gym-gain bonuses (e.g. +10% defence gym gains in a strip club).

But if I keep 75k on me and do the kidnapping a mayor crime but get a RED and not be jailed, do I still lose CE?

Yes, CE is only lost if you are actually jailed from doing crimes. This means that if you get a red result but are not jailed (failing a Kidnap Mayor but having 75k on you, failing an Arson Warehouse but getting hospitalized, etc) then you will not lose any CE.

The faction specials do not affect the CE gain directly. Just improves the success rate until you reach a hard cap for the crimes (this is around 45-50 nnb for most of the crimes). It even says so in this guide, so I am certain that Nash has tested it out.(?)

I am pretty confident about the number for 40-45. I did exactly 1521 Arsons and 50 Kidnap Mayors to go from 40 nnb to 45 nnb. I am not including any OCs, but the best that I would have done are PR and RMT, which is pretty much a constant factor for all members. Following is my crimes tracking table:
