I don't really want to start over, but I have been inactive for almost 3 years, i guess i had a loan out from Duke when I went inactive and now i owe 800k in fees on top of 800k in loan not to mention he seems to nounty me everytime im out of the hospital adding to my fees and keeping me from making any money to pay him what should i do

I'm a restart myself and went inactive for a while. When I came back I decided that I wanted to try again and put a lot more effort into the game. For me, I feel that restarting was beneficial although I'm sure many will disagree. What you need to think about is what have you put into your current account against what you would have to put into making a new one; this is what it ultimately boils down to - at least in my mind.
If your concern is purely about money I would say there is no point restarting, especially as you are under level 15. Yes, without money the game can be a grind and seem dull as there is little you can do without wither help from others or from spending real money.
After level 15 the game changes in that you can essentially become fully self-sufficient trough flying although this too is somewhat limited by your current circumstances. for example, I have always had access to a Private Island with an airstrip. This helps in terms of the number of items I can carry and the flight time. This can be further aided by a factions specials (excursion) which also adds to the max number of items you can bring back. With these two things it is quite easy to make 5-6m a day from flying.
To briefly sum it up - I would strongly advise against restarting due to money. But if you feel you are at a disadvantage to others given your inactivity, then restarting could only really be beneficial if you plan on being active and making a real effort to develop in game. If you do decide to do this, maybe consider finding a mentor or a faction that is willing to coach you.
For some, restarting is never the right choice, I disagree but this is something you have to decide for yourself.

1. Merits - If you have accumulated a substantial amount, then having to go through the same grind again might be enough to dissuade you from restarting.
2. Crimes - The same argument as for merits. The grind, man... that bloody grind..
3. Net worth - This doesn't just refer to cash. It's also items, properties, stocks. If you restart you can't send any of these to yourself.
4. Missions - Mission credits are valuable and some of those missions are a bitch to get through. Carefully think if you're willing to go through this again.
5. You you vs Restart you - You you have refills, Restart you don't. You both start off at this point in time, with You you having a HUGE advantage over Restart you in the form of refills, which you can use to gain a significant amount of training gains. Restart you will start with nothing.
6. Reputation - If your current reputation is in tatters and there is no way you can recover from being bountied, harrassed, committed karmacide (just made this up!) or accidently leaked a pic of you in a unicorn onesie humping a Justin Bieber poster... then it might be worth restarting.

Torn isn't a typical game where you just restart a character because you screwed up in the beginning of your game play (wrong class, race, skills, spells)... it's a perpetual game where you find out that you can never go back and regain time lost.

My main thing wasn't the money more the hits he places on you Everytime you get out of the hospital making it nearly impossible to pay him back and for the game to function.
So surely repaying this would solve this issue? Are you still in debt?
