Make territory holding less predictable

So I was looking at the city map just now and where my faction is currntly holding shows me the territory around the City Hall, and it got me thinking, surely TC has a police force? (they're always catching me nicking sweets lol) so why aren't they trying to take back any of the controlled territories?

So my idea is that at certain predetermined times there is a chance, determined by the number of territories/respect earned, for a territory owned by any faction to be assaulted by the TC police. These attacks would be weaker and shorter than an actual territory war, but it would spice things up for the bigger factions especially, and make territory owning less stable and predictable.

One of the problems with this is that a territory can only be assaulted by one force at a time; so if the police were to assault a territory then nobody else would be able to do so.

What would happen when a territory is taken by the NPCs? What decides who is attacked? How long will the attacks take? Could this force be bribed by other factions to attack specific territories? Could this be tied in to Duke missions? Or a new Mission Agent that gives you missions to ensure that a particular assault does, or does not, succeed.

Having some kind of NPC-initiated assaults isn't a terrible idea (in my opinion, anyway) but I think it would help to have some design work done up front in your suggestion. Along the way you might come up with ideas to integrate it into other parts of Torn.

Also note that Chedburn is working on a system of "roaming benefits," where the faction holding a territory with a special bonus will get stuff. That bonus location will move around the map, hopefully encouraging factions to follow them. We'll see. Perhaps NPC assaults could tie into that somehow.

I was aware of the proposed faction rackets, in the real world when an area becomesa hotspot of a particular crime then it is more likely to be targeted by law enforcement, so that could play into the mechanic too. Also areas around important public buildings could be worth more respect but be more likely to be targeted by law enforcement.
