Do crime enhancers - such as the slim crowbar - need to be equipped? Or is simply having one in your inventory enough to get the perk?

you only need it in the inventory
Worth noting that the bonuses will not apply if they're not on your inventory. So other enhancers, like the mountain bike for example, that you cannot equip must still be in your inventory, not in a display case or anywhere else.
It only has to be in your inventory. From there, it will show up in the list of perks somewhere on the Home screen.
