Today I started having an issue when I try to withdraw cash or change the ad budget. Before it kept changing it to exactly $19,733,353 for both, and now after withdrawing that it's stuck at 0 anytime I try to enter a number. Playing on Windows Chrome, let me know if you need any more info.

Advertising needs to be enough to cover the next 7 days, but will only allow you to input the available amount, taking into account employee wages.
So the current funds of my company should have enough in the company bank to cover 7 days for both advertising and wages, which prevents me from withdrawing any more cash. If so, why wouldn't I be able to lower ad budget to say 10m instead of 11m since it should already be covered for the week? I may be misunderstanding it still.
By lowering ad budget I'm saving money, not withdrawing money taking away from the wages

You can only withdraw the amount of money available. This does not include the wages, but it does include the advertising budget funds.
When setting your company advertisement, you must have enough money in the company to cover the next 7 days.
Right, I have to have enough money to cover advertisement for the next 7 days. The issue is I couldn't change ad budget to even $1 per day, while I should already have more than enough money in the bank to cover that for 7 days. It auto-locked my input number at 0
That would mean you only had enough in the company to cover the wages, as you cannot withdraw the wages. However, you can withdraw the advertising budget funds. That is what I am trying to say. You cannot withdraw the wages, but you can withdraw the advertising budget.

I finally understand what I've been seeing for a month or two..
Daily I visit the company vault. I aim to keep a certain sum in my company vault, which I can see instantly how much (if) I've made a profit. If I have less on hand, I'll hack a bank, deposit the money (which takes me above my datum. If not, I'll draw some from my personal vault), then skim off the excess down to my selected arbitrary datum line.
Until recently, I'd click the Withdraw All button left of the field and strip off the leading characters, to reduce the vault balance to my desired datum line. Recently I started getting a random number instead of the whole. As I understand it, you've put in a mechanism so that I cannot leave insufficient for the week.
It might be a pain. I might ask to be able as company director to have a setting showing how much I want in the vault at all times, so that I might strip off the excess.
But I can simply copy the excess from the company Cash On Hand field and paste it into the Withdraw field. Easy enough.
