What doesn't help is I think it can be slightly random, I made my picture exactly fit and the system wouldn't accept it.
Uploaded the same photo the next day and it accepted it. I had to screenshot and crop my photo to work though so the quality would lower, its an old system so today's cameras overload the system.
Try screenshotting and using those dimensions, if it still doesn't work then maybe ask staff?
