I not really sure actually, this looks like a possible game scenario, however I will assign to Ched for any case. So far I afraud I can't do anything here.

That sounds great! I was thinking of somehow, if certain players are marked as mission targets, they will be picked after a longer period of inactivity. But I thought that is way to hard to implement.
