Is it Ok to skip DEX training? I saw some people doing that and stacking tons of defense instead.

If you can try to get balanced stats
Guess it's not that good anymore after the recent changes to dex and accuracy.
Devs have fixed the terrible imbalance that everyone had been complaining about in the forums. DEF is still better than DEX, but it's not as bad as it once was. I would still recommend balanced to 500k/per stat, then focus DEF over DEX.

Adding on to what others say about getting balanced stats until all stats reach 400-500k..
Advantage of dex over def are:
-better chance at stealth
-ability to run away / sell runaways
-better for level holders (low HP)
Advantages of def over dex are:
-better chance of surviving battles with more HP meaning more attacks
-no way to lower def via temporary weapons
-better to get stalemate merit
-better with more HP
That's about it for now.

For the average / above-average Torn player, balanced is always a better option. Or if you're into defending more than attacking, have more defense & dexterity than speed & strength (i.e 35/35/15/15 Def/Dex/Spd/Str)
Having 1b defense is not enough at high levels. 250m strength will cut through it, and i've never heard of a high level player with just 250m strength, it's usually 5-10 times that

Some of this is.. very biased. Without mentioning actual figures it's kinda pointless but:
Betterway to get the stalemate merit? Does dodging all attacks (via dex) not count towards stalemates? If you're making a blanket statement that Def would counteract all hits to result in 0 damage, then what about a blanket statement that Dex would result in all hits completely missing?

That will make you unable to beat the people than with more stats are already far ahead, trying different stuff makes people able to beat others in certain stats like so much defense can make attack shit. And having serious attack makes weak defense crumble.
Yes that is fair, I am on mobile so I did not elaborate much like how def is better at getting stalemates because you can't decrease it as an attacker.
As for better with more HP, I meant it scales better. You would take twice as many hits with double the HP. As for dex being better for low HP level holders, I was mostly thinking about the player "Jesus" who only has 100 HP. Def wouldn't do much to mitigate so dex would have more utility with also increasing stealth.

There are plenty of reasons to choose Dex over Def.
- Motorcycle Helmets protect against Tear Gas / Pepper Spray (Dex-reducing temps)
- Better stealth
- Higher passives from EDU's (+19% vs +11%)
And even at high-level, HOF size fights, you're less likely to be hit by a Gold-AK47 (Demoralize not being utilized)
The downside?
People who whore Speed over their other stats.
(Probability of maybe 20%, assuming all users are split equally into one of five categories: Strength whores, Speed whores, Def whores, Dex whores, and Balanced.)
I don't know the real numbers for the playerbase's stat distributions - but the +5% Strength from EDUs and the +14% Speed possibly skews it towards Speed / Dex whore builds.
TLDR - Passive benefits, yo. #Dex
