This just means that some other random site on the internet has been hacked and passwords there have been leaked which one of them is the same one as the one you are using on Torn. Making your password vulnerable.
Zynga recently had a leak so if you used email account for that (or facebook) maybe that the trigger

I believe this is a new feature of Google Chrome that will check for any compromised passwords you may have saved. I would definitely recommend you change your password, and check the above site (you can also check your passwords with Google at https://passwords.google.com/).
