Buy donator packs for real money and sell them to traders. Get to lvl 15 and start flying. Read the guides section of the forums
Buy beer every day in Bits and Bobs. Cost = $1,000 for 100 items. Sell for $900 each to a trader. Bits and Bobs restocks every 15 minutes at xx:00, xx:15, xx:30 and xx:45 on the dot.
Get to level 15 and fly
Try to join a organisation that has some nice perks or daily salary. That will help to not only increase your income but also working stats so you can work in better organisations in the future.

As a new player, your options are limited a bit. The above suggestions are spot on advice. It may be a bit hard to get into a player owned company for you because of your low work stats. The 'General Studies' education courses are your best bet for raising your work stats but it will take a while. One sentence that you will hear over and over here in Torn is 'it's a marathon, not a sprint.' Just stick with it and you'll be rolling in dough in a matter of months.
