Blackmail is a faction organized crime. You don't really need to do anything except be in Torn for your faction to run it when the timer ends.
Two possible answers - first the Organised Crime - if you are in a faction then the leaders or someone given permission by them can set up and run Organised Crimes (OC's) that make cash and respect for the faction. Although you may be listed to carry out the crime, you actually do nothing, it is all done remotely by the senior members of the faction - you just need to be in Torn City and not in hospital or jail at the time it is due to run, you don't even have to be online.
Or - you find a nice juicy bit of gossip on someone, such as the fact that Kata is really a bloke in an amazing body suit, and then threaten to tell the world.
