Is there a way to purchase a base weapon and improve its damage/accuracy, like through education or something?

You can improve them through Weapon Attachments/Mods, which you can buy from mission points. Something slightly different but, you also can start to improve your weapon experience by finishing the Combat Training Education Course.
Side question - Do weapon mods stay with one specific weapon or are you able to remove them to attach them to another weapon if you upgrade?
Weapon mods do not stay with one weapon. They are detachable and you can attach them to another.
