Mugging is 5-10% without merits, and 7.5 - 15% with fully upgraded merits.
There are ways to protect against being mugged for large amounts of money, such as keeping your wallet at $0 when inactive, and self hosping, or traveling when you are selling things.
You've been in the game for 14 days so you clearly have not had enough time to fully understand how the system works.
The current mugging system is brand new still so the likelihood of it being changed again is negligible.
Capping based on level is silly because you can hold at level 1 forever, capping based on age is silly because you already have 13 days of protection when you make a new account.

Torn has gotten soft enough as it is, we need stuff to make it more cut throat, not this.
