How can a faction declare on you on same plot of land before wars over?

I've checked logs and it occurred that the next war started in 9 seconds when the previous war had finished. The report and faction news are sent by cron during a minute when war is over.
So the first war has finished but news and events were not sent yet.
The next war has started in 9 seconds.
And the news and report were sent in 57 seconds.

So, everything is correct except news order. But it's pretty difficult to keep order while finishing wars by cron.
