Reach the Brain Surgeon role in the medical city job. Reviving is a passive skill so once you get it, it stays with you when you leave that job. Edit: unless you meant how do you get the Healer title …
Complete the City Medical career, once you hit the top spot you will be able to revive even if you leave the medical career

Edit: unless you meant how do you get the Healer title - in that case, your rank in revives done needs to be higher than your ranks in other categories.
