Loot level 5 is 4 hours after Level 4. This would mean there would only be 2 Duke fights per day. With hitting at Loot level 4, we get 4 (sometimes 5) attacks every day. And each time, 4 loot items are given out.
Yeah it's very fast now. Best thin (for mission) is to check time on Yata's loot page when the next attack will reach stage 4 and stalk the attack page a few minutes early. When you see people joining you can join but don't do anything. When they all throw their temps just throw a smoke and wait till the attack is over as you need to survive the attack.
Read the post above yours, look at the YATA site linked there, it shows when the next attacks are. Join a few minutes before it reaches loot level 4. Just throw a smoke grenade when everyone else does and then wait till the attack is over and the mission will be complete.
You join a few minutes before level 4, if you have the attack page open you'll see when people start joining: usually around 3 minutes before. It can get full fast so jump in when you see some starting to join. Then when everyone throws smokes etc throw one as well and wait out the attack as you need to be alive to complete the mission.

Be sure that you hit Duke at least once. The mission is not completed if you only throw smoke/pepper spray. Also you don't actually need to defeat him to complete, a stalemate works just as well.
I attacked duke 4:59 before the loot level 4 came up. I threw a smoke Grenade, way too early. Someone else acted. At 4 minutes before he went up a lot level, I attacked with my melee.
