    You can reset your arrest bounty by failing a jail bust which doesnt decrease your CE, so do that once in a while (twice or once a week) so you dont have to deal with arrests.

You do get a high jail time though, which may make it harder for players to bust you.
So keep a Lawyer card in your items at all times.
If you do crimes, eventually you WILL get arrested.
