Any type of consumable (candy, beer, erotic dvds, etc) or other booster will have a certain cool down time limit after you use one. This allows you to only use so many in a 24 hour period. Some factions have perks that increase booster cool down times and some books help with cool down times as well. Once you max out the cool down, you cannot use any more boosters until your cool down time has lowered.

These items all share a cooldown timer, known as a "booster cooldown". This cooldown applies not only to consumables like cans, alcohol, and candy, but also to items with a more powerful effect, such as Stat Enhancers.
Each use of said items adds time to your cooldown timer. The specific time added varies from item to item. Booster cooldown has a base maximum of 24 hours, after which point it becomes impossible to use any more items that add to your cooldown until the timer has gone below your maximum. Booster cooldown decreases in real time.”

I think I get it - so if I have a lolipop and that kicks off a booster cool down of 25 minutes then I have to wait 25 minutes before i have another lolipop?

No. You can keep going until you have maxed your booster cool down and cannot use any more.
To add: you can technically go above your max (depending what cool down time your item gives you), and you’ll have to wait until at least 23:59 (hours:mins) if your max booster space is 24 hours. Once it hits 23:59, you can take another lollipop for instance, which would put you back above the 24 hour max. And of course, your cool down max will depend on your faction. Can go up to 48 hours max.
****if you don’t eat any more lollipops, after 30 mins or what have you, your booster will go back down to 0 :)
