So the mission requires me to attack the left arm and right arm of the target.
Is this up to my luck on where i hit? i can't seem to find an exact method to hit where i want exactly.

Its down to luck, yeah. You can do multiple hits on the target to get it done, it doesn't require you to hit both arms in a single attack.
The best strategy is to use a high accuracy/low damage weapon, so that you need more shots to kill the opponent. More attacks per hit = more chances of hitting the arm.
Stripping off armour isn't going to improve anything. You want to increase number of hits and decrease damage dealt. Receiving damage has nothing to do with it.
Or are you claiming removing armor improves accuracy?
