How do I get books is it only during special events or competitions I never see them in item market its impossible to find.

Subscriber gifts, city or mission shop
Books are untradable, so you won't find them in the item market or in bazaar's. As was said by the post above, the only ways to find it are
in the city (Very Rare chance)
