I’ve seen heaps of them in people’s display cabinets and the item market but have never come across one personally. Do you find them in the city, Or some other way?

Yes, they are found in the city. The ability to find them is through the history education:
HIS2180 Gain the ability to find medieval coins
HIS2190 Gain the ability to find Asian sculptures and pages from the Quran

If you really want them specifically, go for it, but you're still at the mercy of the item find RNG. They will not be common to find.
Most traders have the ability to find them because they want museum access to trade in flowers and plushies sets for Points. You have to have history bachelor for that
i haven't found one artifact in the city for 2 years or so. Found a few quite regularly before.
