Go to your items page, click on the ammo button at the top of the page and you can purchase your ammo from there.

On mobile it looks like a drawer from a filling cabinet
its at the top when you view items. not sure on mobile.
Side question: is there any way to sell or trade special ammo you have gotten with mission points?
No there is not. That is just for you.
No you can't.. Books, Mods and Special ammo are not tradeable or sold
On the special ammo, keep in mind there is a merit now for using a lot of special ammo, so you may find a use for it later when you want more merits.
