Stupid question can I create a Faction while being a member of another? How do you create a Faction?

You can't be in a faction when you create one, and the price to create one is 1000 x the current number of factions.

Like mentioned above: it's really hard to build a faction from scratch and convince People to join since you won't be able to offer them perks.
