It is highly suggested to not stay in starter jobs and trying to find a player company to get trained and gain better work stats. You can fast track the city jobs later with higher stats.
Edit : here's a guide to fast track the city jobs and the company recruitment post

Yeah the standard jobs offer some useful perks once you promote to the top position. However I agree with the first reply that, if you can find a good job in a player run company that offers you better job stat gains then it’d be preferable to do that first, build up your job stats maybe even paying for additional trains, and then go back and fast track your way to the top of each standard Torn job.

I think the starter jobs are nice for earning perks after you have enough stats to fast-track them.

After that, they are useful for if you decide to go inactive, education for example will keep your work stats growing even though you are not playing, allowing you to get a better job when you decide to play again.

Starter Job Info

The starter jobs do give good perks, and I have added the link above so you can see the stat requirements and perks each on gives. However, it will take some time to get the necessary job stats to unlock the final rank in each job. I strongly recommend power leveling to level 15 as fast as possible by training in the gym and attacking and selecting the leave option on These Targets. Baldr has done a wonderful job getting spies so that you are able to level quickly. Lastly, I recommend moving into a mansion or a ranch and save up for a palace before proceeding to a Private Island.

The reason why I recommend getting to level 15 is so you can unlock flying and make money by doing flowers or plushie running for people.
It is a great source of income for starting players and can cover the cost of you getting trains from player-owned companies. That way you are able to acquire job stats quicker so you are able to meet the prerequisites to unlock each of the final promotions. If you need any more help feel free to contact me.
