Does Faction refills tied with the personal refills?
Like if I do faction refills now I'll get a cooldown timer too in my personal one? (or vise versa?)

You get one refill a day, with the 25 points. It counts either way! The only time it doesn’t count is if you have the special refills from inactivity. You can use all of those (if multiple) in one go, and then use the points refill either from YOUR points or your faction.

(So long story short, yes they tie together)
