click on the ring in your inventory, it should have a use/propose option

its been a while since ive done it last, but whoever you propose to should get a notification, they'll get a notification, then you'll go to the church... need to find a witness to watch the marriage, you'll invite them to the church ceremony and as soon as they accept the wedding invite you should be married. (feel free to invite me)

Click the tick put the Name or ID in the box. example 'Chedburn [1]'. click 'ok'.
