No offense, but I have spent some time in 39th Healers too. It was boring. Upgrades don't make a Faction, it's members do. Even in terms of respect (upgrades), HeLa is ahead. And yeah we have all seen how well … - Lat [1187876]

A few months back when I was in Nuke, Torn Medical had more revives than ER. Maybe you are using the count from TornStats, which is the sum of revives done by the current members regardless of the faction in which those revives are done. The actual revive count can be found in Faction's Specials tab.
ER has members with most revives done, But in terms of true revives done, Torn Medical was ahead. Maybe it has changed during the time I have been away, but it find it unlikely since it's only been a couple of months.
And to answer OP's question, if you want to make money from revive contracts Nuke factions and HeLa are your best bets. There are many other but these are most used by factions during wars.

In actual faction total revives you are probably correct with TM. And in contract speed I would tend to plump for NC but they are all fairly close.

39th Street Healers all the way!
Most upgraded revive faction and the whole 39th family at their back with some of the most knowledgeable people in the game.

And yeah we have all seen how well 39th Family did against NS and how they "boldly accepted" MMCP's invitation for war and how their leaders including *cough "Smurf" *cough didn't jump to other faction when NS assaulted. So I would not want to rely on that kind of family.

I'd say Emergency Room is the place to go for if you want to grind up the Reviving HOF. They are a very chill faction and you got the great revivers like Medic, Jeez & Leafeh (and -Yeti ;) ) all there to help support you.
I'm fairly sure Torn Medical (TM) has done more revives total compared to ER, but we've had a lot of players switch between ER and TM. We've done about ~450k revives (In our faction life time)
If you want to get into a faction where earning morning from contracts is your priority, TM is the best option (out of the NUKE factions...).
Nuclear Clinic is a great hybrid chaining/reviving/training faction. If you both want to freevive and grind up the reviving Hall of Fame whilst still earning NC is your best bet.
In conclusion
ER: A very freevive focus faction, still gets big contracts, but most if not all of your E goes into reviving.
NC: A great split between earning from contracts, chaining and training. This is a good faction if you want to earn an income from reviving, chain in downtime, and train any other time.
TM: A very contract/earning focused faction if your goal is to come in and spend all your E on contracts then TM is your best bet.

They are not expected to chain, they are not expected to grow their training stats. That doesn't mean leaders stop them from doing so, that means even if they don't do it, it's alright. All leaders expect is revives. They give members relaxation from chaining, training so they can focus on revives. Although members are free to train as long as they are doing their part in contracts.
I have spent 600+ days of my torn life as a reviver and most of that time in Nuke's Torn Medical. And have been into other revive factions too. Spent some time as a Co-leader too.
Main expectation is Contract participation. Of course leaders are not barbarians, they know sometimes due to lots of Revivers in the faction being active at a time, not all of em will be able to get Revives, even in Nuke sometimes our Revivers were so active that there was a race for revives in a contract. Patient would be already revived by one of our other revivers. So sometimes you are unable to get much revives in a contract. But you need to make your presence felt during the contract.
And discord is a must for on request Contracts.
Then comes a Weekly/monthly goal of revives. They are expected to do atleast a specific amount of revives a month. The number varies for each faction.

I was in Torn Medical when I first joined back a year ago to get my feet off the ground.
Here are my thoughts
- HeadJob was a great leader
- Great contracts to get the $$$
- Members were so determined to get the top spot for each revive contract it encouraged everyone else to also try
- Money can be deposited and stored in their faction bank and plenty of trusted bankers.
