I just got my hands on a 50% quality DBK and apparently, people price these knives depending on the quality by insane amounts!
So my question is, do people actually buy these sorts of things for there quality? If so, how much would a 50% quality one go for?
If there is some sort of link to this or some huge graph about this topic, please tell me.

It will sell for as much as someone is willing to pay.
The best thing to do would be create a thread with its stats in the trading post section alternatively go through the trading lost until you find someone looking to buy good quality weapons and drop them a message.
Or I’ll give you 1 dollar and a lollipop.
I look for high quality items although I would take a lower quality for higher acc in a lot of cases.
There isn't a set value for quality of weapons, deals happen when a buyer and seller agree on a reasonable amount.

A 50% can go for anywhere between 5-50m, it's all about how quickly you want to sell it. I've posted a graph before, too lazy to post it again, the quality to price ratio is exponential (so for example difference between a 20% to 30% will be say only 2m in price, but difference between 60% to 70% could be as high as 200m).
Look in the item market. Even people with bazaars often list higher quality stuff in the item market. Only the 3 cheapest bazaar items will show up, so the item market is where most weapons armor of higher quality can be easily found. Rare stuff sometimes goes to the auction house.
So in the item market, jump to the last page, to see the highest prices. You just have to click on lots of them to get an idea of what's a fair price. Keep in mind that the prices you see are all items which haven't actually sold yet. Some of them are priced too high and might never sell.

Weapon quality is determined by the weapons stats, so in a way, yes.

Quality is determined when it is bought. You cannot change the quality (stats) of a weapon, only attempt to obtain a weapon with a better quality (stats).
