The only special refills I can think of are the ones you get when you are inactive. You get 1 a week for each week inactive. But you have to of had a certain amount of play time to qualify. Also the special refills for being inactive cap at I think 150.
Also there is a seasonal 250 energy gift, you get an email from the game when you can claim it.
Special refills are give via 2 scenarios in my understanding
1) being inactive for months or years.
2) when the server crash unexpectedly or unannounced maintenance. they usually give them those free special refills

Don't forget the new Christmas special of 3 refills for subscriber..
If there is a cap, is more than 250 which is around how much I had from inactivity.
The cap was introduced in the last year or two as people were complaining about them having to many and unbalancing competitions. I had over 200 when I returned.
I came back a couple of weeks ago. I had 250 banked from many years of being inactive.
From my email newsletters I could tell that they put a cap on a couple years ago. I did have ~350 banked then the next year's newsletter had me back down to 250, which is where it stayed at until I came back.
