i have a mission to travel to south Africa and to attack HT_chelsea70 but when i get then and start an attack i just get the following message THIS PERSON HAS NOT BEEN ONLINE RECENTLY so cant attack them to complete mission

I checked your logs, you haven't accepted the mission. The target becomes attack-able once you accept the mission. Thanks..!!
I think the general consensus is that you should accept your mission first, numbnuts.
