Hey has anyone not got the [on track merit] but has more racing points than required to do so, i have 3000+ racing points earned but no merit. It requires 2500 racing points, anyone shed some light on this?

if you got your racing points from a company such as mechanic or car dealership, these will not count to the total racing point (for merit). and if this is not case and you got your racing points by racing then just do one race, and you should get the merit.
