Vladthebad1 has been constantly hospitalizing and mugging my faction for no apparent reason. His faction, The Dog Pound RECRUITING, will not reply to my requests to cease this behavior. Vladthebad1 says once they finish their current raid, they’ll destroy us. This has been annoying our faction, and we are all new players. It’s driven us to the point of wanting to quit the game. What can I do to make him stop? Our faction is too weak to attack his faction.

You could talk to his faction leader and plead your case but unfortunately, you'll find that having a 6k faction and calling for help will make people scoff at you and say "what are you doing running a faction anyway? …
I think the best advice you'll get is:-
Disband your faction, have all the young players join established factions, train, and learn from them.
The number of times we see young players form factions, and then get "bullied" as you put it.

I spent a few million to make a faction, now I have to disband it because of some guy being an A-hole? He just keeps hospitalizing us for no reason, won’t respond to messages, and won’t stop. He doesn’t gain anything by doing this. I want to make him stop, what can I do?

Yes. It's the best thing for your gameplay, trust me.
New players shouldn't run factions - it's too much to deal with when you have loads more to focus on in-game.

Factions are for fighting. Joining one can give you strength, but can also make you a target.
Fighting back will gain you respect. Not the kind that helps you buy more plushies, but the kind that helps you throughout this game.
Coming to the forums will bring attention to the matter, but not of the kind you are looking for, and won't help build any respect for you or your faction.

As others have said, join an established faction that already has perks. The more time you spend in a shitty faction with no specials the worse off your game will be long term because you don't get the anti drug addiction bonuses/training bonuses etc etc. I would not fight back as that's a waste of energy unless you want to get your members up to level 15 or something.
Should not have a faction at your Networth/Level/Stats.
You'll spend more money in a faction with no real valuable perks and getting your ass handed to you than if you disbanded.
I know that's terrible news but new players lack the stats, wealth, game mechanic knowledge, and political atmosphere to effectively lead a faction.
Your best coarse of action really is to join other factions and learn. Get stronger along the way.

Which brings me to this.... what are you doing running a faction, anyway? You don't have enough respect to offer your members anything, half of them are living in trailers and not playing and have over 30 days in the faction. You are doing them as well as yourself a disservice by being your lone group. At your age you all should be learning from experienced players and being part of a much bigger, stronger clan, if you want to play torn seriously. If you don't, well, there's your first lesson! How you handle this will speak volumes to your potential for future success in the game.
