You can protect yourself from getting bountied for 3 days while paying someone with the security job perk enabled. You can't remove a bounty that is currently on you.

You can not anymore. Historically you could buy bounties off your head, or at least get a friend to for you.
Alternatively you could get your friends to hosp you and collect you money. Maybe split it with them?
I have also heard of people getting their friends to hosp them then using the bounty money to bounty back the aggressor.
