What is the point of medical cooldown? It seems to me that the cooldown is kinda useless. I can just keep spamming medpaks and morphine and be fine so what"s the idea behind medical cooldown? I saw the time/24:00:00 thing but what's it for?

So once you get your cool down to 24 hours or more it prevents you from using medical items until your cool down drops below 24 hours. The reasoning behind it was that being put in hospital didn’t do anything as medical items were and still are so cheap. So by limiting how many you can use being attacked, mugged or hospitalised repeatedly can negatively effect your gameplay.
When your cooldown is maxed you can't use medical items anymore until it goes back down.
This is very important for wars, chains and competitions where you expect to be hosped a lot, since being locked in hosp is very restrictive. This is the same reason some people pay a lot for revives: Once your med CD is maxed, the only things that can get you out of hospital are revives and opium.

Medical cooldown is very important for traders too.
Although at most times your med cooldown doesn't reach 24 hours, you should learn to still manage your med cooldown for during competitions, wars etc.
It's important during wars and now Elim. If you can people to max their cooldown they are forced to pay for revives if they want out of hosp, which in turn usually costs a lot more.
Guess it's also to avoid people filling up 100 blood bags everyday :-)

Med CD gives a reason for revivers as well.
