There was a change as to what counts as activity for a company employee, just logging in isn't enough. You can read the discussion about it in this report and this thread.

They recently changed activity to reflect actually playing the game. If the person is online but 0 activity then you’ll find they’re not training, doing crimes or other things classes as “playing”.
You’d either need to ask them to start playing torn or fire them and replace them.
