Ive been given a mission target that is active. he was called Retired Adios but is now called Just_Some_Guy [1540315]. He is flying everytime I check him.

It is possible for the target to come back online after they were assigned to you as a target. I believe they remain in the mission targets pool even after they login as Pavel has mentioned in this report. The target isn't changed due to their activity I am afraid, you just need to catch them abroad or in Torn. Even if they do go inactive abroad, you will still be able to attack them as long as you have them as an active mission target.
