Edit: The mug must happen within 5 minutes. The individual you are mugging must have $ on hand equal to or greater than the amount they mugged.

There is no need to arrange with a friend and waste energy mugging each other.

Just go to the hospital and find targets by looking around the 35-40 minute mark in the "Reason" section, send them ~$300k, and nail them.

(I'll gladly add that dollar-value requirement and time-length requirement info to this guide if anyone gets it though!)

There seems to be a two minute requirement from initial observation. I tried using that hospital trick as well but didn't initially get it. (mine was 42 mins in hospital, so I doubt 35-40 would ever work.)

First two didn't work so it might have something to do with the amount you mug.

I first tried to mug someone whose victim had about 12 minutes left in the hospital. That didn't work.

For the second attempt, I chose someone whose victim had about 38 minutes left in the hospital. That worked.

In both cases I mugged a few thousand $ from them.

yeah we checked and they got cash every time, it wasn't much though (but when I ddi get it I only mugged 80k either)

Good idea, that would take care of half the equation. The other half is related to "did they have to mug someone for more than $0 before you mugged them?"

If there is a mug amount, it only has be a successful mug.

Are we sure that their mug has to be >$0 ??
