Update: ranking and title show rank 11, medals rank 10

Not sure what you’re looking at but they’re rank 11

Profile shows medal with number 9 and it's rank 10

You know you start on level 1, so to be rank 10 you’d go up 9 ranks, does that explain your query?

It is the profile marked as rank 11 as said above

Medal probably didnt update when they logged in but their rank did

So they probably need to visit the merits page to trigger? they've been inactive for 147 days, ask them when they come online if it matters to you.

i'm pretty sure it's not a bug...a lot of honours and medals need you to visit the home page or the merits page to trigger, but doesn't mean they have effect before that.
the person is a long time offline, means they probably got two more ranks but haven't collected the medal/merits yet.

The person gained a rank up trigger on 22nd June (their last login date). However they did not visit their Awards page and hence weren't awarded the Medal (which is visible to you on their profile). However the system recognizes that they have obtained the necessary trigger to get to Rank #11, which is shown on the HoF page as well as on their profile (Rank: Highly Competent Tank). There's just an additional step of visiting their Awards page to trigger the Medal, which they haven't done yet and hence the Medal hasn't been awarded to them.
