Your target is 1726522 - looks like they divorced since mission was spawned.
Redmad is a year offline and his ex-wife is over 2 years offline. That’s a bit weird, I thought spawning selection was a bit more recent.

Best to raise a bug report (yourself) and Pavel can probably tell you who your target is or change it. The reasons for raising your own report rather than using an old closed one are 1) since it's closed they might not look at it, 2) if you raise your own then you'll be notified as the status changes, eg information required or closed
