Like others have said, Organized Crimes already exist. To partake in one, you need to be a member of a faction (like the one you're currently in) and have been in the faction for at least 3 days. You can see a wiki link for more info here
Being able to plan OC's without the boundaries of a faction would be fun but would also mean the respect gained couldn't apply.
However, like everyone else said, the feature already exists. It is also probably far above your crime experience level.

You can't put almost brand new players on Blackmail. They'd fail even that.
You absolutely can put them on blackmail, sure the fail rate would be high, but it makes no difference since there is no CE loss on a failed OC
Yeah but there's still not much point of making them have risk of hosp time for little gain, especially if the faction doesn't supply the meds. If they are that low on CE, they probably can't afford their own meds.
Better to guide them in raising their CE then put them on it.

i have and ik about the faction joint robber, yet there is no way to plan heists or do heists with your friends OUTSIDE the faction, no need to be so hostile

So toss one with a bit stronger of a noob and they work out just fine.
Organized Robberies are higher up the list of Organized Crimes than Blackmail. Blackmail takes a two person team from a faction to do. Organized Robberies I believe takes 5 although I'd have to double check.
That being said, again, it's already part of the game, but it has been restricted to factions since it was created. They are also quite difficult, a player of your age would have no chance.

OCs require total team CE. Seeing as Rosie just pulled three green leafs through a Political assassination, anyone can be put in any OC with the correct team makeup.

I mean, you can if you absolutely want to but it means you have one less experienced member for your main OC teams.
Plus, with today's patch, member's of OC's who are carried get less crime xp now, so it's not as effective. How much so, isn't known yet.

They made it seem like it was just PA's when they commented. But it does look like a blanket nerf.
