My highest rank on the medals page is 12, but the progress counter says 93% from rank 14

At best its a visual bug, at worst I'm one merit short from rank 13.
Either way it's not the end of the world, just thought i'd let you know.

You start at absolute beginner which is #1 but you don't get a medal which causes the difference in values.

Thanks for claryfing, still seems a bit misleading as the medal text says "Reach rank x"

Highly Distinguished is Rank #14 and the medal is 13th, this is because you don't get a medal for the first rank which is default. The Medals section says numeric 12 for you indicating you have earned 12 medals (for currently being on Rank #13).

The progress bar at the bottom shows the progress to the next Rank (not the medal) which will be your 14th Rank. All of the progress bars, in fact, show you the underlying stat associated with the Medal:

Hence it is correct for the progress bar to show the progress to your next Rank (and not the medal).
