I sent Angel 1200759 back her tag prior to the end of dogtags. She did not get an event stating her placing or tokens. She filed a player report and was plainly told that wasnt the place for it and as she's pretty pissed off, I'm putting in this bug report for her. I hosped her before I sent it, no one took it after. I did this for her and others in the past with no issue.

I think non-participants are excluded entirely. They haven't attacked anyone since 3rd November. Otherwise of course, every inactive player would constantly receive a flow of tokens.
This isn't the case for artniS [350930] but he actually got an event. Would've been nice to let us know before of that fact. Makes sense about the inactives.
Check the actual token shop. I had the same thing showing but I did receive tokens. Not sure why it shows '0 tokens received' after the event there, though...
The event states "attack other players to become dogtag champion but be sure to keep hold of your own" Nothing explicit about having to collect other's tags. I get the inactive bit for elim etc, but this seems like a shitty afterthought and should at least be stated somewhere, but thanks for answering at least.
