When you are flying and try to quote someone on forums the page goes all the way to the bottom which is a blank space and not the writing area as seen in the pic (last page/new threads when there are short replies and there's a lot of space below!)
I don't know if this applies when you're in Torn or only when flying! I can test it when I land on Torn!
EDIT: It happened even when I clicked the edit button to edit the text
