How can I check my ability to do certain crimes, I cant seem to pull off an effective larceny.

Just keep trying, if you fail, go back to previous crimes for awhile before trying again
You are very low level, and likely very low on crime experience. So you should stick to very basic crimes.
NNB (natural nerve bar, aka your "base" nerve bar) is your friend. Stick to jackets/pickpockets for now, since I'm assuming you're around 15 NNB. If even that doesn't work, go back to CDs
There's no way to directly see your chances to successfully commit a crime, but you can select crimes to do based on your natural nerve bar. This guide might be useful for you in figuring out what crimes to do as well as advice for new players in general.

Crimes are a long grind and you can be weeks on a crime before ready to move up to a safe one. Outside of Baldr's basic advice this is also a good crimes guide:
