Their suspension is hopefully temporary, but yes - Chedburn suspended this account due to mass amounts of items stored within their inventory, we've spent some time in the past informing them and also moving hundreds of thousands of items for them into their display/bazaar, however despite this and despite the warnings that continuing this can result in suspensions it has unfortunately had to come to this.
This has been causing significant server issues and impeding Chedburn in being able to work on projects of his own (hence the current suspension to temporarily solve this to be able to continue working...), not only were the mass amounts of items in the inventory causing issues Unique was also making repeat API calls to their inventory (something we'd previously advised them personally against due to the number involved) which again was causing a lot of issues for anyone using this system.
This is a drastic and hopefully temporary solution whilst we work on a more long term fix, but this is why the warning is what it is - due to the way it currently works a single player's inventory can cause mass issues for every player in Torn when it's built up to this extent.

He will not be, the ban was done by Chedburn and was not in error - there is no reason to compensate for this.

If a player had multiple warnings, to the point where they are slowing Torn down for EVERYBODY because they want to own 300k sheep plushies and 400k jackets, lock them up, and throw away the key.
If they want to do it then it's fine if it's in a display case, that works entirely differently and doesn't cause any issues! It's when it's in the inventory itself that it becomes a problem.
I'll be in touch with some of the bigger traders in Torn over the next few days to discuss some reasonable maximum limits to inventories that we will then likely be forced to enforce through blocking trades etc - there are some high volume traders with a few hundred thousand items in inventories but I cannot see a need for more than say 100k? We'll chat about this soon.

Would it make sense to just automatically move anything with more than 10k stack to display case if one has access to it (With some sanity checks obviously, like over 100k total items /etc)?

When you have 2.4 million items in your inventory and think about the effect it will have on Ched's servers
